      <description><![CDATA[<p>This audio dispatch accompanies the record named `LOT:IN:0003: Why Some Records Remain Sealed`.</p><p>The record was issued after the first public holding page for The Sealed Annals of Ah-baz began showing entries that were visible but not yet open. Several records now appear in the register, including the Lamp Men, the Blackwing Gnats of Lower Ah-baz, and the Start Here record. Their presence in the register has already created a reasonable question: why name a record before releasing it?</p><p>This dispatch answers that question.</p><p>This record explains the difference between records that are sealed, partial, and pending. A sealed record has enough evidence to be named, but not enough evidence to be explained publicly. A partial record has enough structure for limited release, while still requiring further comparison. A pending record has been identified as necessary, but has not yet been issued.</p><p>The Lamp Men are used as the main example. The term appears in six recovered market ledgers, but none of those ledgers explains who the Lamp Men are or what function they served. The record can therefore be acknowledged, but it cannot yet be opened without turning a guess into a finding.</p><p>The Blackwing Gnats of Lower Abaz are used as a partial-record example. The weather-kin evidence is stable enough to name the subject and begin limited release, but the wider ecological record still requires work.</p><p>The Start Here record is pending because The Guild is still fixing the first terms, routes, and catalogue standards that a reader will need before orientation can be useful.</p><p>This dispatch is therefore less about secrecy than procedure. It explains how The Guild prevents incomplete evidence from becoming public certainty too early.</p><p>The written record is available through The Library of Tærüș dispatches as disclosed below.
